Well, you don't technically need a "license" per se to scuba dive; there is nothing stopping an individual from learning and then going out in a boat. However, scuba diving organizers will only allow an "officially 'licensed' ("certified" is a better word)diver to dive under their auspices (liability and such). Good diving schools will require that you practice the potentially live-saving skills and such over a period of weeks, but some "cookie cutter" schools will essentially give a certification to anyone who takes a day-long course or so (I don't recommend this at all). Good scuba diving skills are learned over time; you cannot replace this experience with a few hours in the water. I recommend a "resort dive" which is a day in the water with an instructor to get the idea and see if you wish to pursue it. That's how I started while I was on vacation in Florida, and though I was quite timid at first, I really enjoy it now.
